It depends entirely on the picket gauge and the spacing. Thinner-walled aluminum pickets on budget fencing from big-box stores absolutely can bend. However, when you are specifying solid aluminum tubing with fully welded connections (not bolt-together or roll-formed), the rigidity increases dramatically.
